Identify why policy implementation is rarely as simple as it seems and discuss what factors might interfere.
While education policies are designed with clear goals, the implementation involves complex and interconnected factors. As a result, the outcome may differ from what was originally expected.
The process includes:
Understanding the implementation process is only the first step. In practice, putting a policy into action is rarely straightforward. Various factors can interact and influence how a policy is implemented and whether it achieves its intended outcomes.
Complexity : The interaction of multiple interconnected factors in policy implementation.
Let’s explore four key factors that can make policy implementation more complex.
Who is involved in implementing a policy?
A policy does not work by itself. Its implementation involves multiple stakeholders who have different roles, needs, expectations, and perspectives. For example, in the implementation of Kurikulum Merdeka, the government, teachers, students, and parents are all involved but in different ways.
** Key idea: Different stakeholders may experience and respond to the same policy differently.
The government introduces a new assessment approach to support more student-centered learning.
However:
Teachers feel they need more training to use the new assessment method.
Students are confused because they are accustomed to traditional assessments.
Parents are concerned because they do not understand how their children's performance will be evaluated.
What happens? The policy may be well-designed, but its implementation can still face challenges because the stakeholders have different needs and responses.
Why do stakeholders contribute to implementation complexity?
Policy implementation becomes more complex when multiple stakeholders have different roles, expectations, needs, and levels of readiness. For example, even when the government provides clear policy guidelines, implementation may still face challenges if teachers lack training, students struggle to adapt, or parents do not understand the changes.
Different roles + different perspectives + different responses = greater implementation complexity
Stakeholders do not simply participate in policy implementation—they shape how the policy is understood, applied, experienced, and responded to. Therefore, understanding stakeholder relationships is essential to understanding why policy implementation can be complex.
Analyze how each type of resource limitation impacts educational policy implementation in Indonesia.
Resource limitations are interconnected. Funding affects infrastructure and learning resources, which shape the learning process and can ultimately influence learning quality.
In policy implementation, the availability of resources matters because schools cannot implement a policy effectively if they do not have sufficient capacity and support to put it into practice.
Discussion: Analyze the two classroom situations and discuss how teacher readiness affects the quality of policy implementation.
Different understanding – Teachers may have different levels of understanding of active learning and how it should be applied.
Different skills – Tehers have different skills in designing and facilitating active learning activities
Teachers have different skills in designing and facilitating active learning activities.
Although active learning is promoted in Kurikulum Merdeka, teachers may interpret and implement it differently.
Why does this happen?
Different experience – Teachers have different teaching experiences and exposure to active learning practices.
Different understanding – Teachers may have different levels of understanding of active learning and how it should be applied.
Different skills – Teachers have different skills in designing and facilitating active learning activities
Teachers have different skills in designing and facilitating active learning activities.
📊 Group Activity: Analyze the Implementation of MBG
Based on the educational policy proposed by the Indonesian government in the source below:
10 Kebijakan Pendidikan Presiden Prabowo – Transformasi Kualitas SDM Indonesia
Work in groups to create a presentation about the implementation of the Free Nutritious Meal Program (Makan Bergizi Gratis/MBG) in Indonesia.
Your presentation should include:
Explain the purpose of the policy: Why is this policy important in the context of education?
Identify 2–3 complexity factors: Consider stakeholders, contextual differences, resource limitations, school readiness, or other relevant factors.
Analyze implementation challenges: What problems might occur when the policy is implemented in real educational settings?
Suggest possible solutions: How could the implementation be improved?
You may use additional credible sources, such as news articles, official reports, or academic sources, to support your analysis. Make sure to cite the sources used in your presentation.
After completing the activity, submit your work through the Google Form provided. Make sure your submission is complete and follows the instructions given above.
✍️ Individual Activity: Short Essay
Apply what you have learned by writing a 300–800 word essay about an educational policy related to literacy across countries and its implementation.
In your essay, you should:
Explain the purpose of the policy: Why is this policy important in the context of education?
Identify at least TWO complexity factors: Consider stakeholders, context, resources, teacher readiness, or other relevant factors.
Analyze potential implementation challenges: What problems might occur when the policy is implemented in real educational settings?
Suggest possible solutions: What strategies could improve the implementation of the policy?
You may use credible sources, such as news articles, official reports, or academic sources, to support your analysis. Make sure to cite the sources used in your essay.
After completing the activity, submit your work through the Google Form provided. Make sure your submission is complete and follows the instructions given above.
